HOW DO HOSPITALS AND OTHER CRITICAL FACILITIES DECIDE TO EVACUATE OR SHUTDOWN AFTER AN EARTHQUAKE?

September 29th (Wed), 2021 / 14:00 – 15:30 (JST, GMT+9:00)

This session aims to answer the seemingly simple question; how do hospitals and critical facilities respond to earthquakes. Hospitals and other critical facilities are profoundly critical to the recovery and resilience of the communities they support and simply must remain operational unless shut down is necessary. How do personnel in charge of these facilities decide in the moment that they are safe and capable to remain in service? What happens if a hospital plays it safe and evacuates? How does that impact the community? What are some hospitals and critical facilities doing beyond relying on engineering design for structural safety and generic procedures (i.e., HICS) for everything else? Several presentations from diverse backgrounds will be organized to answer these questions using case studies, lessons learned, and/or personal experience.
